Minnesota Forward isn't Target's PAC, it's separate. Target donated corporate money to Minnesota Forward, which has been funding the Emmer and a handful of other GOP candidates. While Target PAC has previously donated to conservative candidates, that money is voluntarily donated to the PAC by Target employees and shareholders. Under the Citizen's United decision, Target can donate corporate funds to private political organizations.
